highest quality commercial paper, as rated by Moody's Investor's Service and other rating agencies. Prime paper is considered investment-grade. Moody's has three ratings of prime paper: P-l (highest quality), P-2 (higher quality), and P-3 (high quality).

highest quality commercial paper, as rated by Moody's Investor's Service and other rating agencies. Prime paper is considered investment grade, and therefore institutions with fiduciary responsibility can invest in it. Moody's has three ratings of prime paper:
P-1: Highest quality
P-2: Higher quality
P-3: High quality
Commercial paper below P-3 is not considered prime paper.
