franked mail
mail delivered by the U.S. Postal Service free of charge for members of Congress, the Vice President and President of the United States, and former presidents. The intent of this privilege is to encourage these public officials to communicate with their constituents. Franked mail must be for a use related to the sender's official business and duties. It is not meant to be used for reelection campaigning. The sender's signature must be printed on the outer envelope or wrapper.
