Extra Jurisdictional Territory (EJT)
an area outside of the legal jurisdiction of a city or other governmental unit over which that government has limited control. The extent of the territory and the specific controls granted are determined by state law.
Example: In some states, cities can extend zoning powers to a buffer area several miles beyond their legal boundaries. This extrajurisdictional territory avoids the development of nonconforming land uses adjacent to areas located near the city border.
