Connecticut Considers Plan to Use Breakdown Lanes for Traffic.

Apr. 27--Connecticut's plan to temporarily relieve congestion on Interstate 95 may sound familiar to people who have driven around Boston, mainly because it's very similar to the temporary solution rolled out in Massachusetts on Route 128 in the early 1990s.

The Connecticut Department of Transportation is holding a fact-finding meeting in Westport on Tuesday to discuss its plan to open the breakdown lanes to traffic on an approximately 12-mile stretch of I-95 during rush hour
