STEVEN D. HOFENER, P.E., PTOE (F)

International President

Steve Hofener is

He obtained his bachelor of science in civil engineering from Oklahoma State University in 1975 and his master of engineering in civil engineering from Texas A&M University in 1977. He was employed by Texas A&M University as a Research Associate for four years and by the City of Oklahoma City as a Traffic Engineer and Chief Traffic Engineer for five years. He has managed Traffic Engineering Consultants for 19 years.

Mr. Hofener has served as President of the Oklahoma Traffic Engineering Association, President of Missouri ITE, Treasurer of ITE District 4 and in many other positions within ITE. He recently completed a three-year term as Chair of the Consultants Council. He received the Outstanding Transportation Engineer of the Year Award from the Missouri Valley section in 1999. Mr. Hofener is active in the community and within his church.

TIMOTHY P. HARRST, P.E., PTOE (F)

International Vice President

Tim Harpst is Transportation Director for the City of Salt Lake City, UT, USA. He earned a B.S.C.E. from Pennsylvania State University in 1973 and an M.S.QE. from Virginia Tech in 1975. After beginning his career with the Pennsylvania Department of Transportation as a traffic engineer, he moved to Salt Lake City in 1979 to become Deputy City Transportation Engineer. He has served in his present position since 1987.

Mr. Harpst has taught transportation engineering, transit and planning as an Adjunct Assistant Professor of Civil Engineering at the University of Utah and has served as an officer in the U.S. Army Corps of Engineers. he was a board member of the Utah Engineers Council from 1986 to 1990.

He has served as an elected leader of ITE with the Utah Chapter, Intermountain Section and District 6 and as International Director on the Board of Direction. He also has worked on numerous ITE committees, councils and task forces during his career. He believes that volunteering service with ITE is a great way to help advance the profession while benefiting from continuing education and meeting new colleagues.

JOHN R. FREEMAN JR., P.E., PTOE (F)

Immediate Past International President

lack Freeman is a Senior Principal Engineer for Kittelson & Associates Inc., in Orlando, FL, USA, where he also serves as Project Principal and Senior Project Manager on many transportation planning, intelligent transportation systems and traffic engineering projects.

He obtained his bachelor of science in civil engineering from Virginia Military Institute in 1972 and his master of engineering in civil engineering from the University of Virginia in 1976. He served as Past President of ITE's Florida section in 1993 and Chair of District 10 in the same year. In 1990, he was awarded the Section's Transportation Engineer of the Year Award. In 2000, he received the Florida Section's Sherwood H. Hiller Distinguished Service Award.

Mr. Freeman served on the Technical Council as Assistant Chair and Chair of Department 1 (1991-1994) before becoming Assistant Chair of the Coordinating Council (1995-1996). From 1997 to 1999, he served as Chair of the Coordinating Council and as the council's representative to the International Board of Direction. He also has served three two-year terms on the ITS Florida Board of Directors.

INTERNATIONAL DIRECTORS

RICHARD J. ZABINSKI (M)

District 1

Richard Zabinski is an Associate Transportation Analyst with the New York State Department of Transportation (NYSDOT) and is the Intelligent Transportation Systems Coordinator for NYSDOT. He also has held positions in NYSDOT's planning, project development and data services program areas.

He received his bachelor's degree in civil engineering from Rensselaer Polytechnic Institute and his master of science in transportation engineering from Union College.

Mr. Zabinski has served as Chair of District 1 and President of the New York Upstate section and has received the district's Harvey Boutwell Distinguished Service Award and the section's Carol Keck Award. He is a member of the Council on Intelligent Transportation Systems and the Transportation Planners Council. He also is a Fellow of the Eno Center for Transportation Leadership Development.

EDWARD Y. PAPAZIAN, P.E. (M)

District 2

Ed Papazian is a Senior Project Manager in the Northern Virginia, USA, office of Kimley-Horn and Associates Inc. He has more than 30 years of experience in traffic and transportation engineering.

Mr. Papazian has a B.S. and an M.S. in civil engineering from Drexel University. He began his career at the Pennsylvania Department of Transportation, where he worked until 1978. During that time, he also served as an Adjunct Professor of Civil Engineering at Drexel for five years. In 1978, he moved to the Washington, DC, USA, area and joined Barton-Aschman Associates Inc. He worked with Barton-Aschman and its successor company, Parsons Transportation Group, until 2000, when he joined Kimley-Horn and opened its Northern Virginia office.

Mr. Papazian has been a project manager for all forms of traffic and parking studies and for both the private and the public sector. He has served ITE in numerous elected and appointed positions, including President of District 2, President of the Washington, DC, Section, Program Committee Chair for the Washington, DC, Section and various technical councils.

TIMOTHY J. HAAGSMA, P.E. (M)

District 3

Tim Haagsma is the Assistant Director of Traffic and Safety for the Kent County Road Commission, in Grand Rapids, MI, USA, a position he has held for 16 years. He is responsible for all traffic engineering functions for the county, including traffic signals, signs and pavement markings.

Prior to joining Kent County, he worked for the Monroe County Road Commission in Monroe, MI and Barton-Aschman Associates. He holds a bachelor of science in engineering from Calvin College in Grand Rapids and a bachelor of science and master of science in civil engineering from the University of Michigan.

Mr. Haagsma is a registered professional engineer in Michigan and Past President of the Michigan Section of ITE. He also is Trustee on the Gaines Township Board and a member of the Gaines Township Planning Commission.

KENNETH H. VOIGT, P.E. (F)

District 4

Kenneth Voigt is Director of Traffic Engineering Services for HNTB Corporation in Milwaukee, WI, USA and has been an HNTB Fellow since 1998. He received a B.S.C.E. from the University of Wisconsin in 1966 and an M.S.C.E. from the University of Wisconsin-Milwaukee in 1971.

Mr. Voigt has received the ITE Wisconsin Section Distinguished Service Award and the University of Wisconsin-Milwaukee ITE Student Chapter Faculty Service Award. He is a member of the ITE Smart Growth Committee and Consultants Council and is the Trip Generation Task Force Chair and the 2006 International Meeting Bid Committee Chair. He also served as the District 4 Annual Meeting Chair in 2001 and Co-Chair in 1997. He was President of the Wisconsin Section in 1979.

Mr. Voigt has always sought to improve the standing of traffic engineering through technical competence, communication, consensus building and mentoring of young engineers. He believes strongly in the importance of providing ITE membership at the grassroots level with tools to meet their needs.

BRENT MCKINNEY, P.E. (F)

District 5

Brent McKinney is Executive Director of the Piedmont Authority for Regional Transportation (PART). Located in the Piedmont region of North Carolina, PART's territory includes four metropolitan planning organizations, six counties, four large cities and two airports.

Prior to joining PART, Mr. McKinney served as Director of Transportation in Winston-Salem, NC, USA. He is a registered professional engineer in North Carolina and has engineering degrees from North Carolina State University and Purdue University. He also has been an Adjunct Professor of Civil Engineering at North Carolina A&T State University and has served as President of ITEs North Carolina Section and the Southern District.

RAYMOND E. DAVIS III, P.E., PTOE (F)

District 6

Raymond Davis has been involved with ITE for more than 30 years, starting as a cofounder of the student chapter at California Polytechnic State University, San Luis Obispo, in 1973. He has 27 years of traffic and transportation experience in both public and private sectors. He currently is Director of Public Works for the City of Belmont, CA, USA.

Mr. Davis has served as President of District 6, President of the San Francisco Bay Area Section and President of the Southern California Section. He currently serves on the Pedestrian and Bicycle Council and previously has served on the Traffic Engineering Council. He has been active on a number of ITE technical committees.

He also serves as a Subject Matter Expert for the state of California's professional traffic engineering registration exam and is a member of the League of California Cities' Transportation, Communication and Public Works Policy Committee.

ROCK E. MILLER, P.E., PTOE (F)

District 6

Rock Miller is a Partner in Katz, Okitsu & Associates and is Manager of the firm's Orange County and San Bernardino, CA, USA, offices. His transportation career spans 30 years and has been divided equally between private and public sectors.

He has served as an Officer for the Southern California Section of ITE and District 6. He received a B.S.C.E. and an M.S.C.E. from the University of California at Davis. He is registered in California as a civil engineer and a traffic engineer and also possesses a Professional Traffic Operations Engineer(TM) certificate.

Mr. Miller is known locally for his broad range of experience in traffic engineering and transportation planning and is widely recognized for his work in the safety and enhancement of pedestrian facilities.

PATRICIA B. NOYES (F)

District 6

Pat Noyes is the Founding Principal of Pat Noyes & Associates, in Boulder, CO, USA. Prior to starting Pat Noyes & Associates, she was a traffic operations engineering and transportation planner for the City of Boulder and a transportation planning engineer for Boulder County. She holds a master of engineering in civil engineering from the University of Colorado, a master of arts in urban geography from McMaster University and a bachelor of arts from Northwestern University.

Ms. Noyes has led numerous projects in traffic incident management and traffic calming and has facilitated extensive public involvement processes on complex transportation planning projects. She has taught courses for Northwestern University's Center for Public Safety, the University of California's Institute for Transportation Studies and the Federal Highway Administration.

She has served as President of ITE District 6 and the Colorado/Wyoming Section. She currently chairs the Transportation Security and Evacuation Advisory Committee and serves on the Executive Committee of the Transportation Planning Council and on the Traffic Incident Management Committee. Ms. Noyes is an active firefighter and emergency medical technician.

JOANNA M. MUSTERS, P.Eng., PTOE (M)

District 7

Joanna Musters is a Program Manager (Transportation Planning) for the City of Toronto, Ontario, Canada, in the Urban Development Services Department, City Planning Division. She has more than 18 years of experience in the private and public sectors in the fields of traffic operations, transportation planning, demand modeling, environmental assessment and detailed design.

Ms. Musters received a B.A.Sc. in civil engineering from the University of Waterloo. She is the Past President of the Toronto Section of Canada ITE, has held all of the District 7 executive positions and is a member of the ITE Transportation Planning Council.

She was one of two Canada ITE members who worked to create a new scholarship fund, the Dr. Michel Van Aerde National Graduate scholarship, to support Ph.D. students studying transportation engineering/planning at Canadian universities. Canada ITE raised more than $40,000 for this new scholarship endowment. Ms. Musters is a registered professional engineer in the province of Ontario.

MARIO J. LEIDERMAN, P.E. (FL)

District 8

Mario Leiderman graduated in civil engineering from the University of La Plata, Argentina. He performed his postgraduate training at Ohio State University and did research at the Transport Research Laboratory in Great Britain. He worked in the Provincial Highway Department of Buenos Aires, Argentina and became Technical Advisor in Transportation for the Organization of American States, headquartered in Washington, DC, USA.

Mr. Leiderman has lectured at the University of La Plata, University of Buenos Aires, Howard University and other Latin American universities. He created the first team of traffic engineers in the city of Buenos Aires and has been very active in the consulting engineering field in Argentina, Uruguay, Chile, Peru, Mexico, Ecuador and Colombia.

His firm, M.J. Leiderman & Associates, participated in the first traffic safety study done in a Latin American country. He has produced many technical papers in the fields of traffic and highway safety.

JAMES D. CARVELL JR., P.E. (F)

District 9

Jim Carvell is a Senior Research Engineer with the Texas Transportation Institute (TTI) and Manager of TTT's Dallas, TX, USA, office. He holds a bachelors degree in civil engineering from Vanderbilt University and a masters degree in civil engineering from Texas A&M University and is a licensed professional engineer in three states.

After two years as an Artillery Officer in the U.S. Army, Mr. Carvell began his career with the Arkansas Highway Department. He has more than 35 years of experience in the field of traffic and transportation engineering, 22 of which have been with TTI. Before rejoining TTI in 1992, he was in private engineering practice for 14 years, serving as Project Manager for traffic operations and signal system projects.

He is a former President (1996-1997) of the Texas section of ITE (TexITE) and was TexITE's Transportation Engineer of the Year in 2001. He is a founding member of TexITE's infamous country band, ToneDef, whose name says it all.

JOHN A. DAVIS, P.E., PTOE (F)

District 10

John Davis is Chief Traffic Engineer for the Lee County Department of Transportation, in Fort Myers, FL, USA. Since 1993, he has been responsible for the county's traffic engineering function. Previously, the City of Indianapolis, IN, USA, employed him in various capacities in its Traffic Engineering Division.

Mr. Davis has a bachelor's degree and a master's degree in civil engineering from Purdue University. Since becoming an ITE student member in 1981, he has served as an elected and appointed leader for the Indiana Section, Florida Section and District 10. In 1999, he served as President of the Florida Section and Chair or District 10.

He is a member of the Traffic Engineering Council and Public Agency Council and is a registered professional engineer in Florida and Indiana.

REPRESENTATIVES

WAYNE K. TANDA, P.E., PTOE (F)

Coordinating Council

Wayne Tanda is the General Manager of the City of Los Angeles, CA, USA, Department of Transportation. he is responsible for the City's traffic, transit, parking and franchise services and manages a staff of 2,000 employees. Prior to joining Los Angeles, he was with the City of San Jose, CA, for 31 years, serving in a variety of engineering and executive positions. He was a Department Director for 10 years, retiring as the City's first Director of Transportation.

Mr. Tanda has a B.S.C.E. and an M.S.C.E. from San Jose State University and a master of public administration from Golden Gate University. He is a registered civil and traffic engineer in California and a Professional Traffic Operations Engineer(TM). His ITE activities include Vice Chair of the Coordinating Council, Chair of the Traffic Engineering Council, Chair of the Public Agency Council and various technical committees and task forces.
