Mexico's industrial parks are mastering the art of the rebound. The parks and their developers didn't wait for the ball to come to them when, earlier in the decade, foreign-operated plants left Mexico in droves for the shores of Asia and, most notably, China.

The exodus coincided with a downturn in the U.S. economy and the resulting North American manufacturing slump, making matters worse in Mexico.
