Dec. 29--ALBUQUERQUE, N.M.--New Mexico is a fine place for Mexicans to vacation and Mexico a fine place for New Mexicans. That, in the simplest terms, is the philosophy behind a new "Two Nation Vacation" initiative developed by tourism officials in Santa Fe and in Chihuahua, Mexico.
