Traffic bad for economy. (Bank of Israel report on roads and traffic in Israel)

The Bank of Israel annual review for 1991 says the government does not allocate sufficient resources for investment in roads. Traffic congestion since 1975 has increased by 50 percent, much higher rate than the average in Western countries. Traffic problems inhibit economic growth and affects the quality of life.
