To supplement the traditional Request-for-Proposal (RFP) process for procuring IT services, the state Office of Administration and Department of General Services introduced an Invitation to Qualify (ITQ) process in 1996.
Under the ITQ process, vendors are pre-qualified to provide IT services, and state agencies can then choose from the list of pre-approved IT service providers to meet their procurement and business needs.
"Agencies and vendors alike have been extremely pleased with our ITQ program," said Paul Bluhm, ITQ project manager. "The ITQ program allows agencies to contract for technology services in days rather than weeks or months, as often occurred with the traditional RFP process. We recognized that if the Commonwealth was going to be an IT leader, we needed a faster mechanism for procuring technology services, and the ITQ program really fits the bill."
Vendors applying for approval must prove their strength in a particular technology area by undergoing a comprehensive evaluation process. According to Vin Seibert, Impact Innovations backed up its technically sound proposal submission with impressive client references from several nationally based companies - including a major shipping company that serves customers in more than 100 countries.
