Easy-to-Use Pulsar(R) 4.0 Released.
Estimating Systems, Inc. (ESI) has released Version 4.0 of its popular PULSAR(R) Construction Cost Estimating Software. This upgrade broadens PULSAR's compatibility with the R.S. Means databases, as well as increases its functionality and ease of use. Features include expandable screens that
PULSAR was specifically designed for use with Job Order Contracts (JOC) and SABER (Simplified Acquisition Base Engineering Requirements) contracts. These methods represent indefinite delivery and indefinite quantity (IDIQ) contracts for construction services over a defined period of time. PULSAR is based on the R.S. Means Cost Database, which includes over 40,000 construction unit price line items containing labor, material, and equipment costs adjusted by city for 290 geographic areas around the country.
