Who is the author?
Dr. Nicolae Oaca is a Romanian telecommunications consultant with a Ph.D. degree in telecommunications engineering and MBA degree from the Canadian MBA Program held by Universite de Quebec a Montreal, Canada. He was a counselor for strategy to RomTelecom's CEO till 2003. In September 1996 he elaborated a strategic analysis of Romanian telecommunications used by the Romanian Ministry of Communications as ruling strategy in 1996. Soon, he became an opinion leader, acting as an informal consultant to telecommunications authorities. In mid 2004, he advised the actual ruling coalition to prepare a ruling strategy for telecommunications. Since January 2005, he was the Editor of Global Communications Newsletter, a chapter in IEEE Communications Magazine. He is a member of ITS and the author of many papers/interviews published by the most important international reviews: Public Network Europe, Telecommunications Intl, Global Wireless, Mobile Europe, IEEE Communications Magazine, CommunicationsWeek, Total Telecom, Connect World, etc.
