SACRAMENTO, Calif. -- The Association of California Water Agencies (ACWA) Spring Conference & Exhibition is set for December 5-8 at the Disneyland[R] Hotel in Anaheim, and is expected to draw more than 2,000 local

water officials as well as state and federal water leaders. Themed "Finding Common Ground," the event officially begins Tuesday, Dec. 5 with ACWA committee meetings and ethics training.

* "Peace on the River: The Inside Scoop on the Historic Deal," featuring newly appointed Reclamation Commissioner Bob Johnson as moderator, Noon

* "Peripheral Canal: Yes or No," a water experts debate moderated by Pulitzer Prize-winning Sacramento Bee Associate Editor Tom Philp, 2:15 p.m.

Thursday Programs

* Issue Forum: "Global Competition Hits Home," 10 a.m.

* Town Hall Meeting: "Open Discussion on Proposition 84 and a 2008 Water Bond," with ACWA leadership and Assembly Members Michael Villines (R-Clovis) and Dave Cogdill (R-Modesto) 2:15 p.m.
