The House of Representatives voted 384-45 to adopt H.R. 1, its
reauthorization of the Elementary and Secondary Education Act. The
Senate is still working on its version of ESEA. H.R. 1 consolidates the
current education technology programs into a single education technology
program, authorized
at $1 billion. Ninety five percent of the funding
goes directly to the states, who are required to distribute 60% of their
funds to high-need districts on a formula basis and 40% on a competitive
basis. Districts will be required to spend 20% of their education
technology funds on professional development. H.R. 1 includes a
transferability provision that allows districts to move 50% of funds
from a number of programs, including education technology, to other
