Many Retailers' Fees on Gift Cards Violate Massachusetts Law.

Jun. 3--Many retailers operating in Massachusetts appear to be assessing so-called dormancy fees on their gift cards in violation of a new state law, according to a survey released yesterday by the state Office of Consumer Affairs.
