Jun. 3--Many retailers operating in Massachusetts appear to be assessing so-called dormancy fees on their gift cards in violation of a new state law, according to a survey released yesterday by the state Office of Consumer Affairs.
The survey of 42 randomly selected retailers found that 25 of them, or about 60 percent, were assessing fees that reduced the value of any gift card that went unused for a year or two. The state's new gift certificate law, which took effect Sunday, requires t
