Oz Parliament Expected To OK Digital C'right Bill

Australia's digital copyright protection legislation is expected to be approved in Parliament this week. The Copyright Amendment (Digital Agenda) Bill 1999 is awaiting ratification in the House Of Representatives and could become law by December. It was passed Aug. 16 by the Australian Senate.

The legislation introduces penalties for those circumventing online copyright protection measures, limits the liability of ISPs, and reinforces the right of copyright owners to convert copyrighted material into electronic form.

Since 1996, the Australian Record Industry Assn. (ARIA) has pushed for digital law updates, but faced opposition from telecommunications companies and Internet Service Providers, which demanded limited liability for content on their networks.

The new law could reap financial rewards for the Australasian Performing Rights Association (APRA) and Australasian Mechanical Copyright Owners Society (AMCOS), which APRA has administered since 1997.
