Rent control is used to regulate the quality of rental dwellings, with controls implemented only against those units that do not conform to building codes, as in New York City; or used across the board to deal with high rents resulting from a gross imbalance between housing supply and demand, as in Massachusetts and California. If a landlord violates rent control laws, the tenant may protest at the local housing authority charged with enforcing the law. While tenants may like rent control, landlords argue that it reduces their ability to earn a profit on their property, thereby discouraging them from investing any further to maintain or upgrade the property. In some cases, landlords argue that rent control encourages owners to abandon their property altogether since it will never be profitable to retain it.
