Texas markets continue to show signs of bouncing back Following several disastrous years, construction activity is picking up in the West South Central region. This fourstate region (Texas, Oklahoma, Arkansas and Louisiana) was a beneficiary of high oil prices and easy money during the first half of the 1980s. As surely as bust follows boom, circumstances changed dramatically at mid-decade, resulting in annual nonresidential construction spending being more than halved by 1988. Spending began to move slowly back up during 1989, and indications are that improvement will continue i
