Just about everybody has had, at one point or another, a neighbor from hell problem.

It doesn't seem to matter where we live--suburban neighborhood, planned community, mobile home park, apartment, condo, etc. It doesn't seem to matter whether we live in a small town, big city, something in between, or in San Luis Obispo or Santa Barbara counties--touted to be among the most "livable" in the country.
