NDIA's 51 chapters, many located near major military commands, corporate business areas, research centers and defense agencies, focus on educating its communities on current and local issues relating to our national security and industrial base. Each member may participate in activities to gain firsthand knowledge of the needs and requirements of defense related companies, attend briefings and tours hosted by senior military commanders, and strengthen local relationships among government and industry representatives. These activities range from informal breakfasts to black-tie dinners, from ad-hoc meetings to community USO benefits and scholarship fundraising events.

CHAPTER OFFICERS & DIRECTORS

ABERDEEN PROVING GROUND CHAPTER (CENTRAL & SOUTHERN MARYLAND

Aberdeen Proving Ground is known as the birthplace of the Army Ordnance Association. Founded in 1919 and through a series of changes through the years, the AOA later became part of the American Defense Preparedness Association, a national organization dedicated to promoting progress in science, engineering, education and management for the national defense. The present NDIA resulted from a merger between the ADPA and the National Security Industrial Association. APG has a proud history and is still referred to as "the Home of Army Ordnance." it is one of the Army's finest test, evaluation, research, development, engineering and training installations.

The APG Chapter serves as a focal point for industry to interact with the major service commands located in the APG Chapter area. The chapter's main activities include general membership luncheons and dinners with technical experts as guest speakers, tours of industrial plants and government research and development facilities and an annual outing and baseball game at the Cal Ripken Stadium in Aberdeen, Md., to foster dialogue between industry and government members. The chapter hosted two dinner presentations with top NASA scientists who spoke the Hubble Space Telescope and the Mars Rover and Exploration Mission.

These events were held on behalf of promoting science and engineering in the community. Local students interested in these fields were invited to participate in the events and were requested to write an article for their school newspaper based on what they learned from the presentations.

The chapter provides support to youths to pursue careers in the technical and scientific fields. This year, the chapter joined local corporations in the area to provide sponsorship to the FIRST (For Inspiration and Recognition of Science and Technology) Lego League Robotics Tournament.

As indicated by a "thank-you" letter from the executive director of the Boys and Girls Clubs of Harford County, Md., hosting the event,

"The NDIA APG Chapter's support helped make this first-ever event a resounding success" for 200 youth participants. Also, the chapter monitored efforts and made our position known to military and local officials during a study concerning the proposed joint military and civilian use of the Phillips Army Airfield, located at the Aberdeen Proving Ground. ARK-LA-TEX CHAPTER (ARKANSAS, LOUISIANA AND TEXAS)

CAPITAL CITIES CHAPTER (NEW YORK STATE)

CENTRAL FLORIDA CHAPTER (ORLANDO AND MELBOURNE AREAS, FLORIDA)

The Central Florida Chapter membership increased to 655 as of May 2004. The geographical center for our members is the Central Florida Research Park, which is the home of the U.S. Army Program Executive Office, Simulation, Training and Instrumentation (PEO-STRI); the Naval Air Systems Command, Training Systems Division (NAVAIR Orlando); the U.S. Marine Corps Program Manager Training Systems (PM TRASYS), and the Air Force Agency for Modeling and Simulation (AFAMS). The park is also the home for the University of Central Florida's Institute for Simulation and Training (IST), as well as the National Center for Simulation.

The industry base that supports these "high-tech" organizations is large and diversified and made up of large, mid-size, small and disadvantaged businesses. Our member companies range from the giants--Lockheed Martin, Northrop Grumman, SMC, Boeing and Raytheon--to one-person companies.

In addition to modeling, simulation and training, member companies are active participants in the areas of electronics, weapon systems, information and communications systems design, development and production. Chapter members also include a number of engineering, logistics and program support services companies outside the Modeling and Simulation Community.

During 2004, the Central Florida Chapter was represented on city and county military affairs committees and actively supported the city and county Welcome Home to the Troops in June 2004. The chapter continued to present academic scholarships totaling $6,000 for deserving ROTC and JROTC cadets and for the Simulator Technician Program at Daytona Beach Community College.

The chapter worked closely with PEO STRI and NAVAIR Orlando to establish five Government/Industry integrated Product Teams (IPT) to improve communications and business practices within the Central Florida military industrial community. IPT feedback and reports of progress are presented at the bimonthly industry luncheons sponsored by CFL-NDIA. The IPT reports have increased luncheon attendance by 15 percent.

The chapter continues to serve as a conduit for support to our deployed servicemen, assisting in the collection of sundry packs to postage. We continue our tradition of providing support to the host commands for special events, such as MIA Day and building dedications in the name of fallen soldiers, making possible for them activities that would otherwise be financially unsupportable.

With sponsorship from one of our leading board members and the active oversight of another board member, we have established an extremely effective website for our chapter. The site has protected information for the exclusive use of our members, postings of key events throughout the community, provisions for communications between IPT members and our members and a host of other beneficial features.

Our recently concluded board elections resulted in a one-third turnover in elected membership, enhancing representation outside what is predominantly an M&S community. Recent Board membership was extended to permanent representation by the National Center for Simulation (NCS) and changed from the Institute of Simulation and Technology (IST) to the broader-based University of Central Florida. The major source of revenue for all chapter activities remains the I/ITSEC golf tournament. Chapter board meetings held second Tuesday of each month. Website: www.ndia-cfl.org

CENTRAL NEW JERSEY CHAPTER (FORT MONMOUTH AREA, NEW JERSEY)

The Central New Jersey Chapter has focused its efforts on major issues facing the Army and its Industry Partners. Last August, we conducted a very wall-attended Executive Forum bringing together Senior Military and Industry Executives to discuss key issues.

We continued our luncheon program with six successful and informative events. The highlight of our luncheon program is the annual awarding of the Themi Ganias Service Award. This award is given to those individuals in our local "Industry team" who have provided significant contribution of time and energy to the Fort Monmouth Community.

The 2004 award recipients: Dianne Comes, Sytex Inc.; Cheryl Davidson, Harris Corporation; Marcia Owens, Northrop Grumman Corporation; and Kit Roach, General Dynamics.

We are partnering with the local chapter of Women in Defense to help establish their chapter and provide synergy with NDIA Central New Jersey Chapter on future programs. Chapter board meetings are held the second Wednesday of each month.

GREATER ATLANTA CHAPTER (NORTHERN GEORGIA)

The Greater Atlanta Chapter is comprised of members interested in the defense industry and those Georgia manufacturers who have had or currently have defense contracts with the military. The Atlanta Chapter has had assemblies with renowned speakers during the past 34 years. Meetings were held at Fort MacPherson and Dobbins Air Force Base. Later, meetings were held at the Marriott to accommodate the increasing membership, which currently includes more than 485 individual members and corporations. The retiring president, Col. William (Bill) Gustafson, USA (Ret.), turned the reins over to his Vice President, Dr. Lee Messerlian, on 1 April 2004. Both men have served the chapter in various capacities. Col. Gustafson joined NDIA, formerly ADPA at their headquarters in Washington, D.C., immediately after leaving the U.S. Army in 1982. He then joined the chapter in 1986. While closely associated with the chapter since 1989, Messerlian also retained his presidency with Georgia Ordnance in Gainesville, Ga., since its formation in 1981. The chapter is actively recruiting new members. Those companies wishing to sell goods to America's defense base will find this chapter a comfortable, tailor-made organization. The current board of directors is being enlarged and has exciting plans for the coming year including a 35th anniversary gala. Further information can be had at GaOrdnance@aol.com.

INDIAN HEAD CHAPTER (SOUTHERN MARYLAND)

The Indian Head Chapter, established in the early 1960s, serves the Southern Maryland area. The chapter's annual activities include quarterly luncheon meetings, the Autumn Festival and the annual Roger M. Smith Memorial Science and Engineering Scholarship golf tournament. The Autumn Festival typically attracts more than 2,300 people, including employees and their families of the Naval Surface Warfare Center, Indian Head Division, and the surrounding community of Indian Head and Charles County.

In 1991, the chapter established an annual golf tournament to help broaden community support for local activities. To date, the chapter has raised and distributed over $45,000 in scholarships to encourage local students pursuing college education in science or engineering. In 1999, the scholarship and golf tournament were named in honor of Roger Smith, the division's late technical director.

IOWA/ILLINOIS CHAPTER

The Iowa/Illinois Chapter consists of approximately 400 members. It serves the communities in Iowa and in northwest Illinois. Principal focus of the chapter has been advocating the maintenance of a viable, capable and responsive industrial base for the development, production and logistical support of defense weapons systems and material, especially as it pertains to the ammunition and weapons base.

To commemorate and recognize services rendered by individuals, companies and governmental agencies in meritorious activities, the chapter teamed with NDIA National to establish the Lt. Gen. Lawrence Skibbie Award for Lifetime Contributions to National Defense, the Maj. Gen. William Eicher Award for Contributions to the Weapons Industrial Base, and the Maj. Gen. Paul Greenberg Award for Contributions to the Ammunition Industrial Base. Winners are announced at the chapter's annual meeting. The chapter sponsors conferences on national defense related subjects.

The funds raised from our events are donated to the community in a variety of ways. This year the chapter awarded scholarships to six outstanding high school graduates. To date, the chapter has awarded approximately $100,000 in scholarships.

The chapter provided money, sponsorship and support to local activities commemorating the 50th Anniversary of the end of the Korean War. Financial support has been provided to numerous organizations, activities and recognition programs that occur within the chapter area. Chapter board meetings held the first Thursday (even months only). Website: www.ndia-ia-il.org

PICATINNY CHAPTER (NORTHERN NEW JERSEY AREA)

The chapter has had a significant increase in membership and has sponsored the local chapter of WID, Women In Defense. This chapter is one of three chapters to be granted the distinction of an NDIA model chapter, for the second year in a row.

In the field of education, we are very active in supporting the national organization and Picatinny Arsenal in symposiums: the International Armament Mortars, Technical Workshop, Directed Energy Workshop and Environmental Symposium. The chapter conducts two major Firepower Programs. One in June, the Firepower Scholarship Benefit, is held in conjunction with our annual national symposium. The other is held in November, the Firepower Awards Luncheon, which honors those individuals who made a significant contribution to national defense.

Tied to Firepower Awards calendar-wise is a separate function recognizing annual type classifications and Material Releases. Awards are provided to Picatinny and industry people to recognize their work in providing new firepower capability for the troops.

This year the chapter will award six scholarships (three for $5,000 and three for $1,500) to outstanding high school seniors. Since 1980, the chapter has awarded more than $420,000 in scholarships to high school seniors to pursue college studies in the technology sciences.

Every year, the chapter provides funds for many benefit and charitable programs to include the U.S. Savings Bond Drive, Army 10-Mile Run, Armed heroes Drive Picatinny Employee Appreciation Day and other local charities. The chapters have many social events including the annual NDIA Holiday Party and mini-golf outings.

Lastly one of our significant activities is the chapter's sponsorship of the Armament Research Development Advisory Council (ARDAC) for the commanding general (ARDEC). This council provides independent industrial advice to the commander of ARDEC. The ARDAC meets at least twice a year in June and November in conjunction with the chapter's Firepower Programs. In addition, one separate meeting also is held at an industrial site.

The annual Salute to Space Command formal Ball, held each fall, honors the men and women at the Air Force Space Command, Army Space Command and Naval Space Command for their contributions to the nation's defense. Each year more than 800 NDIA industry and military representatives attend the ball.

A special executive forum is held in conjunction with the ball for the corporate member CEO's and the commander of Air Force Space Command to exchange views on issues critical to space operations and defense. The James V. Hartinger Award is presented at the ball for "Outstanding Achievement in the military space mission of the United States." The award was named in honor of the first commander of the Air Force Space Command. The 2003 recipient was Peter B. Teets, undersecretary of the Air Force and director of the National Reconnaissance Office. The 2004 Space Ball is scheduled for 27 August.

The RMC will host a symposium and reception October 12-14 supporting the U.S. Northern Command. The inaugural symposium was held in 2003 with more than 600 military, industry and first responders attending. This symposium is a joint event sponsored by NDIA AFA, AFCEA and the Chamber of Commerce Military Affairs Council. The chapter sponsored the IMAGE golf tournament, which is a combined golf benefit for the military community in Colorado Springs. Co-sponsors were Air Force Association and Armed Forces Communications and Electronics Association. This is an annual event that benefits the scholarship funds for all three organizations. Guardian Challenge, the Air Force Space Command worldwide competition, is supported by the RMC.

Established in 1989, the RMC Scholarship Fund provides assistance to students pursuing college degrees in aerospace related disciplines. More than $100,000 in multiple scholarships has been awarded to qualified and most deserving students from local schools. The RMC provides annual teacher fellowships to support the five-day Standard Space Discovery course. This graduate level course teaches about space while providing hands-on experience and suggestions for incorporating the information into the classroom.

In 1985, the RMC played a key role in establishing a National Space Committee dedicated to industry support of the military space mission. The Space Committee provides collective industry viewpoints, recommendations and advice on government matters relating to space and conducts special studies. Chapter board meetings are held quarterly, luncheons six times per year.

SAN DIEGO CHAPTER (SOUTHERN CALIFORNIA)

The San Diego Chapter represents companies and the Naval service organizations throughout the region. The Navy and Marine Corps organizations include ship and aircraft depots and the commands that bring new information technologies to the war fighters.

The chapter has close partnerships with the Space and Naval Warfare Systems Center (SPAWAR) and the Navy's research and development laboratory, SPAWAR Systems Center, San Diego.

The chapter conducts monthly networking luncheons featuring senior military and civilian speakers, keeping us abreast of military requirements and innovations needed from industry.

The San Diego chapter also co-hosts executive forums between Government and Industry. Held every other month, these forums and associated discussions foster candid discussion on emerging technical and business issues that affect the Navy's readiness. Additionally, San Diego Chapter officers and directors meet with SPAWAR Systems Command senior management to discover and discuss issues affecting all of us who help the Navy acquire systems.

Each year, the chapter co-hosts an industry conference with SPAWAR and its subordinate commands. The conference highlights the partnership between SPAWAP, and industry, promotes the SPAWAR mission, apprises industry of associated business opportunities and helps industry do business with SPAWAR.

The very active small business committee teams with SPAWAR, AFCEA and local small business-assistance organizations, to conduct seminars focused specifically on helping small companies overcome obstacles of working with the government.

Finally, the chapter has introduced an award program that recognizes mid-level government technical and program managers for excellence in bringing solutions to the fleet. Chapter luncheons are held the second Wednesday of each month.

TEXAS CHAPTER (EASTERN TEXAS)

UTAH CHAPTER

WASHINGTON, D.C. CHAPTER (VIRGINIA, DISTRICT OF COLUMBIA AND MARYLAND METROPOLITAN AREAS)

In 2004, the NDIA Washington Chapter again has adopted a strategic plan that will align the chapter objectives with those of NDIA National, and concurrently win the chapter a fourth consecutive year of "Model Chapter" status.

In order to meet the goal of promoting a better understanding of issues relating to defense policy, the federal budget and acquisition policy, the chapter has hosted a series of luncheons open to all NDIA members, as well as Executive Dinners for chapter officers and directors.

The luncheons have featured the commandant of the Marine Corps, the chief of staff of the Air Force, the under secretary of the Air Force, and is expected to include the secretaries of the Army, Navy and Air Force, as well as the Army chief of staff and chief of naval operations. The executive dinners have included the director of the Defense Information Systems Agency, the service acquisition executives from the Army and Air Force and the Defense Department Transformation Executive. Additionally, the monthly chapter board meetings have included presentations by the service budget directors, as well as staff directors from defense-related congressional committees.

Two thousand four includes a new outreach program to our chapter membership with a reception to celebrate Armed Forces Day, featuring senior administration officials in support of USO Metro DC. The Annual NDIA/USO Metro DC golf tournament resulted in a contribution of $20,000 to the USO. Also, the chapter's scholarship drive resulted in $21,000 being contributed to worthy ROTC cadets from local colleges and universities, up 17 percent from the previous year. The Washington Chapter currently has about 300 corporate members and 6,700 individual, government and industry members, for a total of 8,500 members. There are more than 70 elected members on the NDIA Washington Chapter Board of Directors.

Chapter board meetings held on the first Friday of each month.
