Federal audits of child abuse and neglect protections have failed all 32 states evaluated to date.
The Department of Health and Human Services is conducting the reviews to determine whether states qualify for federal grants to programs that deal with at-risk youth from broken or abusive households.

Fourteen states failed all seven categories covered in the audits, 14 states and the District of Columbia, failed six, and four states failed five.
The categories require states to protect children from abuse and neglect, provide adequate medical and mental health treatment, and foster family stability.
After the first round of reviews, scheduled for completion in 2004, states must write improvement plans.
A second round of tests will determine if states made promised changes. If not, federal child welfare grants would be reduced.
