Streamlined schools construction.

Governor George Pataki has proposed a streamlined system for schools construction in his 2005-06 executive budget.

To ensure the cost-effective use of State/local resources for school construction, the following reforms were proposed:

* Wicks Exemption: All school districts

would be provided an exemption from onerous Wicks Law requirements that mandate the use of multiple contractors for school construction projects.

* Simplified State Aid Calculation: The building aid formula would be modified to include a simplified reimbursement methodology that provides realistic cost allowances for student-based space needs.

* State Clearinghouse for Efficient Construction Practices and Designs: Centralized technical expertise and assistance would be available to school districts from the State Dormitory Authority, which would provide advisory services on efficient construction practices and designs.

* Targeted Assistance for NYC School Construction: To assist New York City in addressing its facility needs, the Budget includes $2.8 billion in additional bonding authorization through the City's Transitional Finance Authority and a new State matching grant program for specified construction costs.
