Francie Soliday Russell is in the third year of her term as Region IV vice president. During her tenure on the ACTE Board, she has served as chairman for the Professional Development and Marketing Committee

and is currently a member of the Executive Committee. She is the director of short-term adult programs at Eastern Oklahoma County Technology Center in Choctaw, Okla. In her 31 years of experience in the career tech arena, she has been a home economics teacher, counselor, director of student services, assistant principal and director of adult education. She has also been an adjunct professor at four universities. Russell has been active in sponsorship and promotion of career tech student organizations as an integral component of career tech education. She holds a B.S. in vocational home education and her doctorate in occupational and adult education from Oklahoma State University. Her M.S. in education is from the University of Central Oklahoma, and she also holds guidance counseling, secondary principal and superintendent certifications. Russell has served ACTE as president of the Guidance and New and Related Services Divisions, state ACTE president, Oklahoma's policy committee member to Region IV, and on numerous other state, region and national committees.
