nuisance call

telemarketing call made to a consumer by a predictive dialing system that results in no-ops, abandoned calls, or calls that fail to disconnect promptly when the called party hangs up, thus tying up the phone line. Legislation at both the federal and state levels regulates practices that generate nuisance calls.
