New Orleans Mayor C. Ray Nagin said a comprehensive plan will create more business opportunities for minority owned businesses. The plan involves enhancing access to capital for minority-owned firms, streamlining the city's Disadvantaged Business Enterprise certification process and building capacity for minority businesses through bonding and technical assistance. Nagin said blacks are emerging as the new entrepreneurial class.
