LA Department of Environmental Quality arrests two brothers for illegal dumping

The state Department of Environmental Quality have arrested two brothers who allegedly illegally dumped construction and demolition debris on Old Gentilly Road.Cecil Person, 41, of New Orleans and his brother, McKinley Person, 53, of Michigan allegedly charged tipping fees for people hauling waste. Those fees were slightly lower than two nearby permitted landfills. The Persons began filling a landfill without permission of the landowners and without the necessary permits, DEQ officials charge.Cecil was charged with criminal damage to property in excess of $50,000, illegal disposal of a substance and criminal conspiracy. McKinley was charged with criminal damage to property in excess of $50,000 and criminal conspiracy.Before Hurricane Katrina, the site was 200 feet wide by 800 feet long with waste at least 5-feet deep. Since the hurricane, the site has grown. DEQ attribute the growth to the illegal dumping.
