For almost every GIS project on which I've worked, a sizeable percentage of our effort (and budget) went to identifying, acquiring, validating, and processing geospatial data to support our project objectives. Often, the geodata we really needed (features such as tax parcels and orthophotography) were either unavailable, too expensive, or couldn't be acquired in time to meet our deadlines.
