Stopping unsolicited 'spam' E-mail has become one of the biggest issues for the ISP industry, with major ISPs hiring 'abuse managers' to implement spam-blocking technologies. Activists use such vigilante tactics as keeping blacklists of those they tag as spammers and blockading alleged spam domains. ISPs and some marketers now wonder if federal legislation should restrict spam by providing the level of oversight that exists for postal mail. Marketers themselves say they want to make E-mail a valuable tool for both advertisers and consumers and note that abuses alienate potential customers.
