Japan's New Textile Industry Policy for Orderly Imports

On December 25, 2000 the Subcommittee on

Basic Policy under the Coordination Committee of the Textile Industries Council released its Report to be appropriately called Japan's new policy for the textile industry. The Textile Industries Council is an advisory body of the Japanese Minister of International Trade and Industry (now called Minister of Economy, Trade and Industry). This report defines the role and significance of the textile industry and proposes the development of an environment for a flexible invocation of countervailing actions such as textile safeguards and anti-dumping as well as medium-term tasks for strengthening the international competitiveness of Japan's textile industry. The medium-term tasks for strengthening competitiveness stipulate the correction of the high-cost structure, and revitalization of fabricproducing districts, small- and medium-sized firms as well as export expansion policy. A tax exemption system for overseas processing deals trade, which the industry had requested, was shelved in conjunction with the WTO (World Trade Organization) rules.
