Dec. 21--Attracting a new industrial plant can take years, involve heavy tax incentives and is becoming increasingly more difficult as the manufacturing sector continues to struggle.

So, local economic developers and chamber officials say they are going to start paying more attention to retail as a way to provide immediate jobs and increase tax revenue.
