Feb. 26--RICHMOND, Va. -- Sen. John Chichester, R-Fredericksburg, said any prospect of appointing conferees early to work out differences in the House of Delegates and state Senate budgets would be futile after the House Finance Committee killed the Senate's tax plan Wednesday evening on a near party-line vote.
