Feb. 10--When is a student not a student?

In Kutztown, the answer could radically change the character of the borough's neighborhoods, according to residents and officials who attended a public meeting Monday night.

What's at stake is whether a residential block will become a dormitory or a place for families, borough Solicitor Timothy G. Dietrich said.
