law passed over presidential veto that discourages frivolous class-action lawsuits by disenchanted investors by raising the pleading standards for fraud action; introducing proportionate liability for defendants; making disclaimer cautionary language a protection against liability for unintentional errors in forecasting performance; limiting attorneys' fees and liberalizing the related Statute of Limitations; and creating new responsibilities for auditors. Main beneficiaries are syndicators in the high-technology sector, where fast-changing technology makes financial forecasting difficult.
