A liability case shows how little tort reform changes the stakes for small-business owners.

Dennis Kim is on a mission. The 54-year-old owner of Bradenton's All-Star Steakhouse is convinced he was the victim of insurance fraud perpetrated by a phony slip-and-fall victim more than seven years ago.

In April 1995, the Korean immigrant was sued for $600,000 by a woman who'd visited his restaurant a month earlier. Witnesses said the woman slipped near the entrance but was caught by the elbows by two men at her side and never hit the floor.
