FCC Chief Calls for New Approach to Telecommunications Regulation.

Dec. 10--The telecommunications industry needs to start with a clean slate when it comes to regulation, Michael Powell, chairman of the Federal Communications Commission, said yesterday in San Diego.

Technological innovation is happening too fast and current rules can't keep pace, he said at a forum co-sponsored by the University of California San Diego and the San Diego Telecom Council.
