A report issued by Senator Edward Kennedy's Senate Health, Education, Labor and Pensions Committee documents substantial financial connections between the advisors of Reading First, a multi-billion-dollar literacy program adopted as part of No Child Left Behind in 2001, and the publishers who benefited

from the program. The report focused on four contractors who collectively made hundreds of thousands of dollars while helping states choose reading programs (The Boston Globe, May 10, 2007; ABC News, May 10, 2007).
