Feb. 25--GUILFORD COUNTY -- Commissioners are backing the expansion of two pretrial programs most court officials say can't reduce jail overcrowding enough to make a major difference.

Diversion programs range from low appearance bonds to rehabilitation programs. Guilford officials havestarted a drug court and are considering a mental health court to divert more misdemeanor offenders from jail. Commissionersalso will expand thePretrial Services agency.
