Spending by Texas institutions of higher education in fiscal 2004 is estimated at $1.135 billion, with high levels of construction continuing at components of The University of Texas and Texas A&M University systems. Various projects are expected to receive approval from regents of the institutions

during the year. In fiscal 2003, the total for public colleges and universities was estimated at $1.115 billion.

The University of Texas and Texas A&M University systems receive funding from the Permanent University Fund. Other Texas higher education institutions receive funding through legislative appropriations, using the Higher Education Assistance Fund (HEAF). Approval or review by the Texas Higher Education Coordinating Board is required for construction projects by public colleges and universities.
