The University of Texas and Texas A&M University systems receive funding from the Permanent University Fund. Other Texas higher education institutions receive funding through legislative appropriations, using the Higher Education Assistance Fund (HEAF). Approval or review by the Texas Higher Education Coordinating Board is required for construction projects by public colleges and universities.
