Houston-based Chevron Phillips Chemical Co., LP (CPChem), a venture of Phillips Petroleum Corp. and Chevron Co., has announced the hiring of a "safety czar" to oversee the implementation of a sweeping program of safety initiatives already under way at the company's Houston (Texas) Chemical Complex (HCC).

The program is aimed at addressing issues raised in the wake of two serious accidents at HCC's K-Resin Plant. The K-Resin Plant has been out of service since March 2000, when the last accident, involving an explosion and fire, killed one worker and injured others. The p
