SACRAMENTO, CALIF. -- Contractors may be governed by new rules covering use of temporary workers if Assembly Bill 1679 is passed by the state legislature and signed by Gov. Gray Davis.

Proponents say the bill would fill a loophole that left temporary workers in no-man's land in terms of California labor law. Opponents, especially temporary labor agencies, fear the bill would put them out of business.

The bill states that contractors will be considered the employer of record for temporary labor in regards to specific areas of construction labor law.
