Shift to China Complicates Apparel Industry's Fair-Labor Efforts.

Mar. 27--As advocates work for fair labor conditions for foreign garment workers, the shift of production to China's growing apparel industry is complicating their efforts.

Attendees at a UW-Madison labor and licensed apparel conference grappled with how to respond to the rise of manufacturing in China a country still cited for human rights abuses of its citizens and workers.
