Study Finds South Carolina's Business Development Strategy Flawed.

Dec. 9--COLUMBIA, S.C.--South Carolina's business recruitment strategy is obsolete and the state must shift its focus to building on existing industrial "clusters" if it hopes to compete for better-paying, knowledge-based jobs, a study released Monday found.

Whether it can take that step is an open question.
