LTV Corp. has entered the make-or-break phase of efforts to restructure its steel operations through negotiations with the United Steelworkers of America.

Talks between company officials and the Steelworkers began three weeks ago in Pittsburgh with a sense of urgency. But there has been little public evidence of progress, and some industry observers say time for an agreement is running short.
