SACRAMENTO, CALIF. -- In a move that surprised even opponents of a California law that would have forced contractors to become the employer of record for temporary laborers, California Gov. Gray Davis vetoed the bill (September, pg. 1).
In his brief veto message, Davis wrote: "I am returning Assembly Bill 1679 without my signature. In no other area of the law do we relieve the temporary employer or any employer of the responsibility to their employees. I am sympathetic to reports that some temporary employers are not fully meeting their obligations and I am receptive to
