Sites Selected for Census 2000 Data CaptureCenters.

FAIRFAX, Va.--(BUSINESS WIRE)--May 29, 1998--TRW (NYSE:TRW) recommended and the U.S. Census Bureau today accepted Phoenix, Ariz., Pomona, Calif., and Baltimore, Md., as the locations for data capture processing centers. Approximately 2,000 temporary workers will be hired in each of the three

selected cities. Census 2000 questionnaires will be collected and processed at these centers, with TRW as the prime systems integrator.

"We believe that these sites meet our criteria, offering the most affordable facilities and suitable work force for this critical task," said James F. Holmes, acting director of the U.S. Census Bureau.

The most significant demographic factor considered in selecting a site was the availability of a sufficiently large temporary work force with the appropriate job skills. The location also needed suitable leased space of at least 200,000 square feet. "These cities offered the best combination of labor, facilities, and local support to ensure a successful and cost-effective data capture operation for the Census 2000," said Hank Beebe, TRW program manager.

Beginning March 2000, the data capture centers will process about one billion pages of census questionnaires in just 99 workdays. Census questionnaires will be mailed to more than 100 million addresses nationwide. Salary levels of the census workers will be based upon the Bureau of Labor Statistics figures for each city.

"We plan to use small disadvantaged and women and minority-owned businesses on the contract and have already contacted the Minority Business Development Agency to assist us in making these job opportunities known," said Wayne Davis, TRW deputy program manager. "Our plan is to focus on assuring a diverse work force by partnering with welfare-to-work programs, Job Corps centers, Youth Works programs, and state employment agencies," added Davis. Job opportunities will include office administration, mail handling, sorting and scanning operations, and data entry.

In January, the Census Bureau awarded the Data Capture Services Contract to TRW - the first time the Census Bureau has outsourced a major part of decennial (every 10 years) census activities. TRW and its teammates are managing the design, building, training, and operation of the centers. This three-year, cost-plus award fee contract is valued at more than $187 million, and involves using state-of-the-art imaging technology.

TRW teammate Burns & McDonnell, Kansas City, Mo., a prominent international architecture, engineering, and construction firm, has the lead for facilities design and construction. Computer Sciences Corp. (NYSE: CSC), Los Angeles, DynCorp, Fairfax, and National Computer Systems (NASDAQ: NLCS), Minneapolis, were selected for their proven capabilities in large data capture operations. Each will manage and operate one of the three data capture centers.
