ISSAQUAH, Wash. -- Costco extended the bounds of retailing last summer when it began offering members health insurance policies in stores in two California counties.

The chain offered policies to its "executive members," who pay $100 a year. The program was piloted at 34 stores in Los Angeles and Orange counties. Costco has some 3.4 million executive members, with about 1.5 million in California.

The test is aimed at people who cannot get group insurance, such as the unemployed and small business owners. There were no plans to offer the insurance to all 18 m
