Mar. 24--Insurance regulators are preparing legislation that could require Blue Cross to give some of its surplus back to consumers following a year that saw the nonprofit insurer pull in record earnings of $196 million.
The N.C. Department of Insurance has received 1,200 calls and letters since mid-January asking officials to look into Blue Cross' rising premiums and profitability, spokeswoman Chrissy Pearson said.
