Jun. 21--New research by Weiss Ratings, a Florida-based consumer advocacy group, suggests that huge awards of damages in malpractice lawsuits are not to blame for spiraling premiums paid by doctors for malpractice coverage.
In fact, the study shows that in states -- including Kansas -- that have adopted caps on non-economic damages, premiums have gone up faster than in states with no caps, even though insurers saw a much slower increase in the amount of the average
