Illinois legislation creates program offering health insurance for all kids.

Landmark legislation signed into law in Illinois last week will mean complete health care coverage for every single child in the state.

That is the bold promise made by Gov. Rod Blagojevich (D), who entered office in 2003 with expanded access to health care at the top of his agenda.

"This puts Illinois in the lead when it comes to making sure children have access to the health care they need to stay healthy," said gubernatorial spokeswoman Abby Ottenhoff.
