Health care financing: what next?

Shifts in the health care market and the political process affect health care delivery. Market pressures from employers, government and consumers may shift if consumers become increasingly concerned about quality and access. As managed care organizations try to address consumer concerns, government intervention may become inevitable. Instead of taking legislative actions in improving health coverage, Medicare and Medicaid reform may be a better option. Health care financing should not be passed on to the private sector.
