Summary
Floods happen naturally, even in a beneficial way. Floods become a major problem when people de not respect natural laws that control these phenomena because of ignorance or recklessness. Floodplain occupation and/or inappropiate design of hydraulic works may provoke economical and human loss, sometimes catastrophic. Solutions may be structural or nonstructural. Both types of solutions must be based on a sound understanding of the hydrologic and hydraulic issues involved. Frequently, these problems ate dealt with simple methods, leading to inaccurate or wrong solutions. In this paper the case of San Antonio de Belén, a flood prone city, is considered, using the most widely used hydrologic (HEC-I) and hydraulic models (HEC-2). Their use allows an accurate identification of risk areas, and geometrical design of engineering solutions. These models have recently evolved towards HEC-HMS and HEC-RAS, which should be used in the near future. 11 is expected that this paper will contribute to a wider use of water models and so increase the technological capacity in this aros, so that the politicians and engineers could face those problems with more success.
